The Gainesville Housing Authority (GHA) and the Gainesville Housing Development and Management Corporation (GHDMC) work together to expand, preserve, and modernize affordable and mixed-income housing across Gainesville and Alachua County. Established in 1966, GHA has grown from a traditional public housing provider into a multifaceted housing and community development agency focused on long-term affordability, neighborhood stability, and resident opportunity.
GHDMC, incorporated in 2014 as a nonprofit instrumentality of GHA and governed by the same Board of Directors, was created to expand the Authority’s capacity to develop, acquire, and manage housing beyond the limits of traditional HUD programs. Through GHDMC, GHA is able to pursue mixed-finance redevelopment, acquisition and preservation of existing housing, and new construction strategies that strengthen the portfolio while diversifying revenue and increasing organizational resilience.
Together, GHA and GHDMC manage nearly 500 housing units across public housing, mixed-finance, and scattered-site portfolios, with more than 200 additional units currently in planning, design, or construction. Development activities are guided by GHA’s 2025–2030 Strategic Plan, which identifies Housing and Development as a core pillar and sets a clear goal to expand the portfolio by 600 units by 2030 while preserving strong assets and piloting innovative housing models.
Development efforts are aligned with the City of Gainesville’s Comprehensive Plan, the Choice Neighborhoods Planning framework, and local housing initiatives. Projects are advanced in partnership with the City of Gainesville, Alachua County, nonprofit organizations, and private developers, reflecting GHA/GHDMC’s role as both a housing provider and a community partner committed to measurable impact, equity, and long-term affordability.

Instrumentality for Development and Sustainability
The Gainesville Housing Development and Management Corporation (GHDMC) is an instrumentality of the Gainesville Housing Authority, governed by the same Board of Directors. GHDMC was established to expand GHA’s ability to respond to the community’s housing needs by pursuing development, acquisition, and management opportunities beyond HUD’s traditional restrictions
Portfolio and Pipeline
Today, GHDMC manages a growing number of affordable housing units that complement GHA’s public housing and voucher programs. The corporation is targeted to expand to at least 100 units by 2028 through acquisition, rehabilitation, and new development. Its active pipeline includes opportunities for partnership with developers, the City of Gainesville, Alachua County, and nonprofit organizations to increase both affordable and workforce housing.
Financial and Strategic Role
GHDMC generates non-federal revenue streams that contribute to GHA’s long-term financial sustainability. The entity provides flexibility to leverage financing tools such as Low-Income Housing Tax Credits (LIHTC), bonds, and private or philanthropic investment. By operating as an instrumentality, GHDMC positions GHA to pursue innovative housing models and mixed-income communities that promote neighborhood stability and resident choice

GHDMC Development and Sustainability Plan
As GHA’s instrumentality, the Gainesville Housing Development and Management Corporation (GHDMC) is a central tool for expanding affordable housing and strengthening organizational sustainability. Governed by the same Board of Directors, GHDMC allows the agency to pursue acquisition, rehabilitation, and new development opportunities beyond the limits of HUD’s traditional programs.
Over the next five years, GHDMC will focus on building a pipeline of projects that responds to Gainesville’s most pressing needs, including both affordable and workforce housing. The corporation is targeted to expand its portfolio to at least 100 units by 2028, drawing on acquisitions, redevelopment partnerships, and new construction. By leveraging tools such as LIHTC, bonds, philanthropic contributions, and private capital, GHDMC will also diversify GHA’s revenue streams and strengthen its long-term financial position.
To ensure transparency, GHDMC’s progress will be reported quarterly to the Board, with updates on portfolio growth, revenue performance, and alignment with city and county housing priorities. Together, GHA and GHDMC provide an integrated platform that delivers affordability today while investing in sustainability for the future

Woodland Park – Phase I
Woodland Park Phase I is a 96-unit mixed-finance affordable housing development originally constructed in 1970. The redevelopment was delivered through a HUD partnership between the Gainesville Housing Authority and Pinnacle Housing Group as part of a broader 302-unit revitalization effort. Phase I consists of four residential buildings and a community clubhouse, with civil engineering design services provided by DRMP. The development includes a mix of deeply affordable units, including 30 public housing units and 30 project-based voucher units. Overall, Phase I represents a significant reinvestment in long-standing affordable housing within the surrounding community
Woodland Park – Phase II (The Oaks at Sweetwater)
Woodland Park Phase II is a 144-unit mixed-finance redevelopment currently underway in East Gainesville. The project represents the second phase of a broader redevelopment effort to replace aging public housing with modern, energy-efficient units. Phase II is being developed through a partnership between the Gainesville Housing Authority and NewStar Development and reflects a significant investment in long-term neighborhood reinvestment and housing quality
Oak Park (Planned Rehabilitation)
Oak Park is a 101-unit senior housing community planned for future rehabilitation. The project will preserve deeply affordable housing for seniors while improving building systems, accessibility, and overall quality of life for residents.
Build-First Site
The Build First Site is a planned development located along Waldo Road near NE 3rd Avenue in East Gainesville. The site is planned to include a four-story residential building with 72 units. This project represents GHA/GHDMC’s first development under the Choice Neighborhoods initiative and is a foundational step in the broader redevelopment strategy for the East University Avenue Choice Neighborhood. The Build First Site reflects the organization’s commitment to advancing new housing opportunities while laying the groundwork for future phases of neighborhood reinvestment. The project aligns with GHA’s long term housing and development goals and supports the implementation of strategies identified through the Choice Neighborhoods planning process
302 House – ADU
The 302 House is a newly constructed infill project that provides three affordable housing units on a single site. The development includes a three-bedroom single-family home with an attached one-bedroom unit, as well as a detached two-bedroom accessory dwelling unit. All units feature durable LVP flooring, energy-efficient appliances, and in-unit laundry. The property is located on a corner lot along NE 25th Street, near Duval Nature Park, with convenient access to East University Avenue. The project was partially funded through the City of Gainesville’s Community Development Block Grant (CDBG) program, with GHDMC providing long-term property management and maintenance.
TRIO – North Lincoln Heights
The TRIO North Lincoln Heights project is a small-scale modular housing development serving low-income elderly residents, individuals with disabilities, and persons with special needs. The project includes three newly constructed, fully handicap-accessible modular homes, each consisting of two bedrooms and two bathrooms.
The project was completed through a partnership between GHA, GHDMC, the City of Gainesville, and the Alachua County Board of Commissioners. The City of Gainesville donated the vacant lot and provided HOME Investment Partnership Program funding, while Alachua County contributed SHIP funds. Residents are served through the Housing Choice Voucher program
Duplex Development – Southwest Gainesville
GHDMC developed, owns, and manages a duplex constructed in 2022 in Southwest Gainesville. The property was built as new construction and is maintained as long-term affordable housing, reflecting GHDMC’s capacity to deliver small-scale residential
development from concept through ongoing operations.
Stone Hill Townhomes – Alachua
Stone Hill is an 18-unit townhome community located in Alachua, Florida. The property consists of four free-standing buildings with a mix of eight two-bedroom and ten three-bedroom units designed for family households. The townhomes include patios or balconies, ceiling fans, washer and dryer hookups, and central HVAC systems. GHDMC owns and manages Stone Hill as long-term affordable workforce housing for households earning at or below 80 percent of the area median income.”
